Airlines with no published personal item size
Delta, Alaska, Hawaiian only say the item must fit under the seat in front of you, so the safe size depends on the aircraft seat. Something the size of a laptop bag or small backpack is accepted as a rule.
On budget airlines (Frontier, Spirit, Allegiant, Breeze, Avelo, Ryanair) the personal item is the only free bag, and gate agents check it closely: a bag over the limit becomes a paid carry-on, usually at the highest price. See is a backpack a personal item?
